ECP publishes Election Rules, 2017
ISLAMABAD, (MILLAT ONLINE):Election Commission of Pakistan (ECP) has notified and published the Election Rules, 2017, in exercise of
its powers, conferred under Section 239 of the Elections Act 2017 and all other powers enabling the
Commission.
According to a notification issued by the ECP, a number of suggestions and objections were received
during the period of fifteen days which were considered and decided by the ECP in terms of the provisions
of Section 239 (2) of the Elections Act, 2017.
It said that the Election Commission framed the draft Election Rules, 2017 in pursuance of Section 239
and published and uploaded on the official website the same 12th October, 2017 for inviting objections and
suggestions on the Rules. The last date fixed for filing of such objections and suggestions was 26th October,
2017.
It said that the Elections Act 2017 was promulgated on October 2, 2017, the provisions of Section 239
empower the Election Commission of Pakistan to make Rules for carrying out the purposes of the Act.
Under Section 239 the Commission may, by notification in the official Gazette and publication on the
website of the Commission, make rules for carrying out the purposes of this Act.
Under the Section the Commission shall make the Rules under sub-section (1) subject to prior publication
and after hearing and deciding objections or suggestions filed within fifteen days of the publication.
It said that in pursuance of clause (3) of Article 218 of the Constitution of the Islamic Republic of Pakistan, it
is the duty of Election Commission to organize and conduct the elections and to make such arrangements as are
necessary to ensure that the election is conducted honestly, justly, fairly and in accordance with law, and that
corrupt practices are guarded against.
